FHQ Tribal Council is a political and service organization delivering
programs and services to the following 11 FHQ First Nations in
the Treaty Four Territory:
FHQ Tribal Council has a rich and vibrant history dating back to the early 1880's. The following is a chronological look at the events that shaped the present-day structure of the organization:

Bands along the Qu'Appelle Valley form the Allied Bands to maintain Indian nationhood and sovereignty and to pressure Her Majesty to fulfill Treaty obligations. |
| 1930's |
The Bands organize to become the Protective Association for Indians and their Treaties and expand its focus to protecting Treaty Rights, Indian lands and resources while promoting socio-economic development through the establishment of on-reserve schools. |
| 1959 |
A partnership with the Association of Saskatchewan Indians
forms to create the Federation of Saskatchewan Indians (FSI). |
| 1970 |
Sixteen bands from the Touchwood, File Hills and Qu'Appelle
Agencies amalgamate as the Touchwood File Hills Qu'Appelle
(TFHQ) District Chiefs. Their purpose is to consult Indian
leaders on issues, ideas, policies and programs. |
| 1975 |
The FSIN reorganize to expand from six to twelve executive members - six provincially elected and six elected by District. |
| 1983 |
TFHQ District Chiefs incorporate under Provincial Legislation
as a Non-Profit Corporation and move into program administration
and delivery. |
| 1990 |
The TFHQ District Chiefs formally changes it's name to
Touchwood File Hills Qu'Appelle Tribal Council. |
| 1999 |
The sixteen First Nations redefine their membership and mandate and as a result, create two separate tribal councils- the File Hills Qu'Appelle Tribal Council and the Touchwood Agency Tribal Council. |
| 2000 |
FHQ Tribal Council hosts the official grand opening of
the Treaty Four Governance Centre in Fort Qu'Appelle, Saskatchewan
during the Annual Treaty Four Gathering. |
