File Hills Qu'Appelle Tribal Council, in partnership with the Touchwood Agency Tribal Council, owns and operates a number of subsidiary entities, the TFHQ entities are located in both rural urban areas and provide programs and services.

The Regina Treaty/Status Indian Services Board of Directors, in co-operation with the File Hills Qu'Appelle Tribal Council, developed RTSIS as the urban service delivery entity. Housed at The Gathering Place its mission is to achieve “one stop service delivery” ensuring the efficient and effective delivery of programs and services to the Treaty/Status Indian population in the City of Regina. The Atoskata Program is a restitution program that provides opportunity for some young offenders (aged 12-18) who have been convicted of a property-related offence to remain in the community making restitution while learning about the impact of their actions.

The Neighborhood Recreation Project is an evening program set up for youth and youth at risk. The program provides many different leisure activities involving sport, culture, and recreation. The program is available Monday through Friday from 4:00pm – 8:00pm. Programming is offered at the Gathering Place and Kitchener Community School. Registration is simple; stop by the office and fill out the necessary forms and your child can participate immediately. Transportation and snacks are provided at no charge.

The primary purpose of the School to Work Transition Program is to increase the students and employers understanding of the World of Work from a first nations perspective; with a secondary purpose of increasing High School completion rates, post-secondary continuation rates and participation in the labour force.

The Work to get Work Program assists individuals in preparation for and obtaining employment, by instruction and direct participation in standard employment processes ( job applications, resume writing and mock interviews.) “Real-life” practice interviews are arranged, with various employers, allowing individuals to become familiar with the interview process. This program is open to any individual in or out of school.

Qu'Appelle Haven is a twenty-four hour safe shelter for women and their children who are leaving abusive situations. Programs and services focus on the well-being of the children since all too often children in these situations blame themselves for the abuse that occurs within the home. Qu'Appelle Haven offers counseling, group therapy, healing circles, parenting skills and various other activities to help families adjust to their new abuse-free lifestyles.

Leading Thunderbird Lodge is a residential youth treatment centre located in the beautiful and scenic Qu’Appelle Valley, 5 minutes outside of Fort Qu’Appelle, Saskatchewan in the Village of Fort San.

Leading Thunderbird Lodge is designed to meet the needs of youth between the ages of 12-17 years who are experiencing difficulties relating to drug, alcohol and solvent abuse.

The Grand Opening of the new “All Nations Healing Hospital” took place on June 12, 2004. The new facility replaces the existing Fort Qu'Appelle Indian Hospital originally build nearly 70 years ago.


The hospital includes 13 acute care beds, one palliative care bed, a large outpatient and diagnostic area and support services. There is also space for First Nations health services, a Shared Vision Centre that will provide mental health services and a spiritual cultural program.


The culturally sensitive design elements incorporated into the facility accommodate an approach to health care that recognizes the relationship between mind, spirit, body and community.

Oyate ataya WaKanyeja OwicaKiyapi Inc. “All Nations Helping the Children (Safe House)”

Receives children 12 to 15 years of age who are requiring a place of safety and protection from the harms associated with the street sex trade. Children under 12 years and over 15 years are accommodated in special circumstances. Welcomed into a loving warm environment premised on First peoples values of respect, sharing, courage, humility, caring, trust and honesty, children and their families receive teachings imparted by community elders, leaders and helpers inspiring hope while promoting responsibility, co-existence and self-care. Comforting hurt parts, teaching curious parts, identifying strengths and hidden parts to embolden cautious parts and inspire dreaming parts is encouraged by our helping team through a circle process reflecting the value of children in First peoples culture as well as the importance of community.
