
The Executive Office is the political arm of the FHQ Tribal Council.
Elections were held on September 25, 2006 with Edmund Bellegarde as the successful
candidate elected for Tribal Chairperson. He will serve a three year term in
this capacity. Myke Agecoutay was successful for the position of Vice Tribal
Chairperson, for a three (3) year term, commencing September 2004 – September
2007.

During the summer of 2003, the FHQ Tribal Council chose their
first female Senator to represent the Tribal Council at both the
local and regional levels of the Federation of Saskatchewan Indian
Nations. Members of the FHQ Senate Council are:

Senator Paul Poitras (Muskowpetung First Nation)
Senator Roland Crowe (Piapot First Nation)
In following the same process as the FSIN, former Chief Perry
Bellegarde (Little Black Bear First Nation) is also recognized
as a member of the FHQ Senate Council.
The Senate Council is available to the FHQ Tribal Council and
the FHQ Chiefs forum to provide knowledge and wisdom on various
issues.

This department oversees the general operations of
the entire FHQ Tribal Council including human resources and administration.
The vision of the Operations Department is to achieve a common
level of understanding and trust with member First Nations and
affiliate entities in program delivery, systems development and
information.
Operations is committed to developing an efficient and effective
working relationship with FHQ Tribal Council Senior Management,
TFHQ Entities and First Nations Administrations. It is based on
mutual understanding and support through a formal and informal
process of sharing current administrative practices, analysis and
sharing of policy and program needs and delivery, as well as the
development of issue identification and resolution.

The Finance Department oversees the financial activities of
the FHQ Tribal Council and provides services to a number of the
TFHQ Entities. Based on 2003 financial information revenues were
at 16.1 million and expenses 16.05 million. It
has the responsibility to ensure all financial activities are in
line with the annual approved budget and meets the requirements
of the various funding agencies.
As part of the services the Finance Department provides support
to the other FHQ Tribal Council departments in terms of financial
accountability as they deliver programs and services to meet the
goals and objectives of the FHQ Tribal Council.

 The Social Development Department is committed to the holistic healing of First Nation members including the physical, mental, spiritual and emotional aspects of individuals, families and communities. The priorities of the Department are:
Children's Action Plan
To assist and advise First Nation communities through an integrated
approach with technical support from FHQ Tribal Council Departments
on areas of child poverty, youth development and capacity building
for community workers.
Child Care
To assist First Nations in developing children's programs -
through training and education:
- Addressing child poverty
- Ensuring the availability of quality child care services
- Assisting in the revitalization
of language and culture through programming in the child
care centers
- Promotion and support of First Nations as they develop
and maintain child care centers in their communities
- Offering a child day care licensing and monitoring entity
that promotes a safe, healthy and stimulating environment for
on-reserve children
Aboriginal Head Start
Is to promote security for children in the transition to school
and to make that experience a happy one and to provide individualized
attention to the children in the learning process. The program
is comprised of six components that the center staff input into
their daily and weekly scheduling.
Community Based Initiatives
To assist First Nations to improve the quality and access to
culturally sensitive wellness services at the community level
that help create healthy family and community environments.
These are acheived through the five components of Brighter Futures,
which include:
- Solvent abuse
- Parenting
- Healthy babies
- Child Development
- Injury Prevention
Addictions
To promote healthy decision-making through addictions education and awareness for member nations while enhancing and promoting healthy individuals, families and communities.

 The purpose of the FHQ Tribal Council Education Department is to support our member nations in the delivery of quality education for their children. The vision is to create an educational system that will provide culturally relevant education that holistically addresses all domains and fosters the development of healthy, productive community members who are wise in the ways of his/her world and the world of others.
FHQ Tribal Council is specifically mandated with providing:

The Justice Department assists FHQ Tribal Council First Nations
with restorative justice planning for the future growth and development
of their communities by providing timely conflict resolution and
advisory services facilitating the achievement of their goals
Justice Development
The staff in this department assist the member First Nations
with restorative justice planning, justice committee development,
training, and referrals for conflict resolution. Some of the
services offered include, court referrals for mediation, sentencing
and healing circles, diversion from courts, domestic violence
programming, crime prevention workshops, by-law development,
and justice related proposals.
Court Worker Program
Acting as a liaison between the client and the administrators
of the Canadian Justice System our two Court Workers provide
clients before the criminal courts with fair, just, equitable
and culturally-sensitive treatment.. Court points include, Regina
, Fort Qu'Appelle , Punnichy, Wynyard, Indian Head, and Carry
the Kettle.
Probation Services
The probation program provides clients a holistic approach to
assessments and healing. A concerted effort is made to connect
the client with positive community resources insuring community
ownership of the probation process.
Land Management Officer
The program includes wildlife bylaw development, training on
Fire Arm Safety and referrals from court.

The goal of the Aboriginal Human Resource Development Strategy
(AHRDS) is to assist Aboriginal individuals to prepare for, obtain
and maintain employment. Eligible clients must reside in the FHQ
Tribal Council area.
The program is capable of offering the following:
- job search services such as assisting with resume preparation,
cover letters, job postings and interview assistance
- career planning
- funding for technical, vocational and educational
programs and courses
- recruitment and information for training programs
- labour market information

FHQ Tribal Council's Program Services Department provides advisory
and supportive technical services to member First Nations to assist
in the development of productive and safe communities. This is
accomplished through the effective administration and provisions
of quality service delivery in the areas as listed:
Financial Advisory Services
FHQ Tribal Council provides financial advisory services to our
11 First Nations in areas such as financial management, training
and computerized accounting practices.
Technical Services
This area's responsibilities include housing, community buildings
and community infrastructure, including water supply and distribution
systems, maintenance management, compliance inspection, mapping
and database collection, sewage and solid waste disposal systems,
roads and fire safety. Training these areas is facilitated through
Technical Services.
Economic Development
FHQ Tribal Council employs an economic development
officer who provides advice and assistance with business
plan development for entrepreneurs and band/business FHQ Tribal
Council initiatives.
Capital/Community Planning
The program services department provides community and capital
planning assistance to it's 11 member bands. The Community Development
Officer and Director of Program Services are responsible for
the planning, design, implementation and evaluation of community
and capital plans. Policy development is also provided.
Water Quality Monitoring
This program is a critical component of the department's mandate
to ensure the health and well-being of First Nations people.
The Water Quality Monitor visits each community to check water
quality levels and reports the findings to the communities and
Health Support Services.

The goal of FHQ Tribal Council's Sports and Recreation
department is to encourage and work with our 11 First Nations to
develop and facilitate sport and recreation programs and
services for First Nations youth.
The department is committed to providing opportunity for all First
Nations youth to participate in the Saskatchewan Indian Winter
and Summer Games, as well as encouraging healthy lifestyles through
sport and recreation.
Some of the activities include:
- Coaching and skills
clinics
- Planning sports and recreation
activities within the FHQ Tribal Council
- Promoting athletes
involvment in the provincial games and provincial playoffs
- Identifying sports and recreation needs in each
community to develop programs.

 The mission of the FHQ Tribal Council First Nations Health Services
Program is to assist in the development of healthy and safe communities
by enhancing and complimenting the client services currently being
delivered to First Nations of FHQ Tribal Council in a culturally
respectful and professional manner.
Health Administration
The people who work in Health Administration act as liaisons to advocate on behalf of First Nation clients and communities in health-related issues.
Home and Community Care
The goals of this program are to: provide care and support services to preserve and maximize the ability of First Nations people to remain independent in their own homes on-reserve; to determine the health needs of First Nations clients; and to provide safe and appropriate nursing care.
Diabetes Education
More First Nations people are afflicted with diabetes than any
other racial group in Canada. FHQ Tribal Council Health is working
to educate clients about diabetes - how to prevent it or if afflicted,
how to manage it.
Health Education
The Health Educator organizes health education programs and events to promote healthy lifestyles and practices. This area also provides health training to staff and community members.
Community Nutrition Services
This area provides nutrition education and counseling in addition to coordinating prenatal nutrition education as part of the on-reserve Canada Prenatal Nutrition Program.

The Community Crisis Intervention Stress Management Team is a volunteer
partnership trained to respond to a crisis at any time. The CISM
Team will work with the File Hills Qu'Appelle First Nations communities,
debriefing each situation in a manner that shows concern for the
individual, family and community well being.
